Objectives:This is an environmental assessment of the Buffer Zone (BZ) component of the Coastal Wetlands Protection and Development Project, which aims to carry out an environmentally sound investment program for the coastal zone provinces.
The followings will be considered under the program:
(1) Economic use of formerly forested and newly formed coastal wetland areas
(2) Revitalizes and protects important wetland ecosystems
(3) Improve the sustainability of shrimp ponds; and strengthens support service provision for the mangrove forestry and aquaculture subsectors.
This report will also find
(a) The risk of aquaculture disease may remain large
(b) Ongoing conversion of wetlands to pond culture may have significant effects on erosion and siltation rates
(c) Pesticides and herbicides (organochlorines) threaten to contaminate water systems and shrimp ponds
(d) Major issues of settlement patterns, land tenure, extension, credit, gender, and in two of the five pilot sites, ethnic minorities, as they relate to environment, are assessed as either significant or urgent.
To reduce over-exploitation of shrimp aquaculture, the economic degradation of wetland areas, and the use of persistent organochlorines, the report recommends providing extension services and financial support (i.e., credit).
Populations will be better informed about resettlement plans, and paid operation costs for new cultivation and compensation to rebuild houses. The settlement process will control population density and the ratio between forest and shrimp ponds.
